Marshall served as U.S. Secretary of Labor during the Carter administration and as as a member of the National Skills Standard Board and the Advisory Commission on Labor Development during the Clinton administration. He has taught at the LBJ School of Public affairs and served as President for the International Labor Rights Fund.
