To: District of Columbia $15 Minimum-Wage Campaign Leaders

Thank you for leading the national effort to raise the minimum wage to $15 an hour. We support your work in Washington, D.C., to pass a ballot measure that would increase the wages of 114,000 individuals—predominantly women and people of color. In the absence of congressional action in Washington, it is incumbent on states and local communities to lead the way. Thank you for your leadership.

Right now, Washington, D.C., is considering a ballot measure to raise the minimum wage to $15 by July 2020.

EPI research shows that 114,000 workers will see their wages increase if D.C. raises its minimum wage to $15.

  • 98 percent of impacted workers are 20 years old or older
  • 53 percent of impacted workers are women
  • 47 percent of impacted workers are African American

In the absence of congressional action to raise the minimum wage, it is incumbent on states and local communities to increase the wages of low-wage workers.
One of the strengths of this ballot measure is that it eliminates the subminimum wage for tipped workers such as waiters and bartenders. This wage has been frozen at $2.13 federally since 1991. EPI research shows that tipped workers are twice as likely to live in poverty as non-tipped workers.
